It harvests credits, energy and resources from a much wider area, which gives them a quantum leap as far as building new gear is concerned. Which means they focused on fortifying a small part of space rather than expanding to cover much of it. IF the Orokin had encountered alien life they probably would've been able to scare them away. There is still so much we don't know about the Orokin and their history.
